Consumer pays the deposit and returns empty beverage containers.
Consumers pay a certain amount of deposit when buying a product. If they return the used containers to a wholesale or retail store, they receive the deposit back.

Manufacturer has an obligation to collect and reuse empty containers
Manufacturers produce products that include the deposit, reuse the empty beverage containers returned, and bear the costs (handling fees) incurred in the process.

Government regulates the subjects of the deposit, costs, and the management plan through laws.
Rep. of Korea has been implementing the deposit system since 1985. Act on the Promotion of Saving and Recycling of Resources and subordinate statutes stipulate the subjects of the deposit, the deposit paid by consumers, and the handling fees borne by manufacturers.

Wholesalers and Retailers collect and return empty containers
Retailers collect empty containers from consumers and return them to wholesalers. Wholesalers return them to the manufacturers. Wholesalers and retailers receive handling fees for the costs incurred in storing and transporting containers during the process.
